There are three ways to enter labor costs:
In the budget and forecast module, on the far right-hand side of a labor department, you can enter the expected average rate per hour. This will amount to a total labor cost depending on expected/worked hours.
You can work with total labor costs instead of rates in the B&F module. (The setting must be updated from the settings in the cockpit) The calculated rates will be visible in the cockpits. Actual labor costs must be entered after the month has passed by clicking the calculator in the B&F module.

Current month labor costs will fluctuate according to the hours used in each department.
